In 1997 the City of Richmond instituted an application monitoring and tracking system called “Amanda”.  The system allows all participants involved in the processing of most of the City’s development and building applications to monitor the applications’ progress through the review and approval process.  Each person involved in the review process has the ability to enter the status of the application as it relates to their responsibility in the tracking system and review this information

The City determined that it would be useful to determine the success of their efforts to reduce the application processing time by comparing approval timeframes with those of years past.  Our firm undertook a detailed analysis of the approval timelines comparing data from 1998 to data from 2002.  The study showed significant improvements in processing timelines while also identifying external influences that often mask or impact a simple time lapse analysis.
