HIGHWAY EXPROPRIATION – 15300 BLOCK FRASER HIGHWAY

CLIENT:  STARBUCK DEVELOPMENT CORPORATION 

The widening of the Fraser Highway through the Fleetwood area of Surrey resulted in the loss of the majority of parking in front of a small commercial strip centre.  Our firm was retained to prepare a report on the significance of parking in this location on the viability of small commercial operations and the problems created with the alternative parking being proposed by the City of Surrey adjacent to the rear lane behind the building.  The Client believed the Province was not adequately compensating them for not only the loss of the land but the long term impact on the existing businesses.

Our report identified critical concepts of retail site planning including key parking locations and easy access provided significant support to our Client’s successful claim for additional financial compensation.  In addition the City implemented a number of additional recommendations around the safety and security of the alternative parking, lighting, access, landscaping, and signage relocation.
