The Township of Langley’s need for Community Park to serve the rapidly developing Willoughby Neighbourhood resulted in the expropriation of a parcel of land located in the Agricultural Land Reserve along 216th Street between the new University District to the east and the Willoughby Neighbourhood to the west.
The property owners were unwilling participants in the expropriation and felt their land had been undervalued in the process. Our firm was retained by the owner’s lawyers to prepare a detailed review of the expropriation history, Langley’s Official Community Plan, Report of Inquiry Officer and all related municipal and legal documents. Our analysis following this review concluded that the property had not been provided with the appropriate consideration for future potential uses and subsequent value. We submitted an Expert Witness letter in support of this analysis and professional opinion.
