RUBY LAKE RESORT DEVELOPMENT

PENDER HARBOUR, B.C

CLIENT:  LOCAL CITIZENS GROUP

The proposed Official Community Plan and Zoning Bylaw amendment to facilitate the redevelopment of the Ruby Lake Resort raised a number of red flags with local residents as they perceived it as a threat to a pristine, complex environmental habitat.  The proposed uses, the lack of adequate technical materials, detailed studies and information to support the proposal and the appropriateness of the proposed commercial land uses as they relate to the approved Official Community Plan were all grave concerns to the residents.

Our firm completed a thorough review of the Official Community Plan and Zoning Bylaw as well as all the studies and technical reports submitted to the municipality in support of the application.  Our analysis identified significant gaps and deficiencies in the reports and studies, or the complete lack of necessary materials and presented this information to the Planning Commission on behalf of the residents.  The intent was to ensure that if the development was to proceed it would do so in compliance with all the critical environmental and zoning regulations and compliance with Official Community Plan.
