SNC Lavalin had been involved in a process of establishing a network of cellular telephone towers and associated ground shelters throughout the Lower Mainland and Vancouver Island. Individual applications had been submitted for the various installations in a number of municipalities. Some of these applications had run into some difficulties and required the submission of additional information, drawings or were met with other difficulties. Concern was expressed that perhaps these applications were being held to a different standard than those submitted by other cellular networks.
The purpose of our investigation was to determine the exact nature of the difficulties and how they were handled and if in fact the SNC Lavalin applications were being held to a different standard or being asked to provide more detailed applications than other cellular networks.
After extensive investigation with the municipalities involved it was our opinion that many of the perceived problems arose from a misunderstanding by the applicants of the widely varying standards for Building Permit application submissions in different municipalities as well as perhaps not understanding the other related processes that often became involved in addition to the simple Building Permit application. These would include the Development Permits, Development Variance Permits and public consultation processes.
